General
James Dale has 25 years leadership experience with the Metropolitan and Sussex Police. The last 7 years of his police career has been in a strategic management capacity as a chief superintendent.

JDA's list of clients include: Xansa UK, the Association of Chief Police Officers, West Midlands Police and Leicestersire Constabulary.
James’ last assignment as a serving police officer was as an internal consultant working for the Association of Chief Police Officers (ACPO) helping to craft a vision for the future direction and structure of the police service. This included developing a model for collaborative working which identified the potential enablers and barriers of this style of working.
Earlier in his career James was seconded to the Commissioner’s PLUS programme as a change agent / facilitator. This still represents the most significant change management initiative undertaken by any police force in the UK.
Programme Management
James successfully headed a ‘root and branch’ review of Sussex Police which led to the development of a more local, consistent and resilient force.
He led a multi million pound programme which overhauled call taking in Sussex Police, thereby improving efficiency and effectiveness. This included centralising call taking, setting up the single non emergency number, creating a ‘one stop shop’ call centre and introducing ‘e’ contact.
He also played a lead role in the police mergers programme as the Police Reform Programme Manager for Sussex Police.
Line Management:
James was a dynamic and highly successful divisional commander. An independent inspection by Her Majesty’s Inspectorate of Constabulary identified strong leadership and cited 10 areas of national good practice (a record at that time). Please see the Inspection Report at the foot of this page (pdf).
He went on to perform the role of Head of Operations for Sussex Police, with responsibility for 300 staff and a budget of £11 million.
